Subject: Hunger strike of Major Ladislav Troha with a request that justice be sought, for neglect of duties, against authorized officials, political officials, and the editors of RTV SLO.

In 1945 Slovenia, mass murders of political opponents were carried out. It is estimated that this involved the murder of 40,000 or more innocent people.

a) Gibanje OPS requires that justice be sought for the criminal activity of the last president of CKZKS, Milan Kucan, who certainly knew about the postwar mass murders yet has failed to inform the newly emerging law enforcement authorities in the new state of Slovenia of such murders.

 

b) We require that justice be sought against any other public officials of the former regime, who also knew of the mass killings, but failed to report them to law enforcement agencies. 

c) We require that justice be sought against those supreme state prosecutors, who were in a position to enforce the law from 1990 on, yet failed to uphold the Constitution of RS by failing to prosecute those who committed the mass murders and genocide.

 

d) We require that justice be sought against the principal editors of RTV SLO for failing to uphold their social responsibilities. By failing to accurately report on wartime and post-war-mass murders, the principal editors of RTV SLO did not create the needed public pressure to force law enforcement authorities to do their jobs.

 

2. In 1990, 80% of the Communist Party of Slovenia’s archives were destroyed. In those destroyed archives, was documentary evidence of the mass killings during both wartime Slovenia and post-war Slovenia.

 

a) We require that justice be sought against the last president of CKZKS, Milan Kucan. As the supreme chief of the Party he did not see to it that these archives, with all their documentary materials, had been preserved.

b) We require that justice be sought against those post 1990 supreme state prosecutors, who abandoned their duties and failed to prosecute, to the fullest extent of the Constitution of RS, the perpetrators who had destroyed or hidden the archives.

 

c) We require that justice be sought against all of the directors of the Archives of the Republic of Slovenia, who abandoned their duties when they failed to take any actions regarding the destroying of the archives, and failed to request that the police or the Prosecutor’s Office take any such action. 

d) We require that justice be sought against all of the ministers of culture who had taken no action to discover the identity of the offenders, who in 1990, destroyed / hid 80% of the archives of OZNA and UDBA.

e) We require that justice be sought against the principal editors of RTV SLO, namely those involved with domestic policy reporting, whose failure to accurately report on the disappearance of 80% of the archives and records did not create needed public pressure on law enforcement therefore failing to cause law enforcement to perform their taxpayer funded duties.

 

3. From 1991 to 1993, there happened an illegal arms trade. As of today, it is still unknown how much cash, in foreign currencies, was involved in that illegal arms trade. It is important to remember that in that timeframe, Slovenia was emerging as a country under international embargo. 

a) We require that justice be sought against the post 1990 state prosecutors, who neglected their duties and failed to perform the necessary investigations which would have been necessary to find and prosecute those perpetrators involved in the illegal arms trade.

b) We require that justice be sought against all previous defense ministers, who had not initiated criminal proceedings in connection with the illegal arms trade. 

c) We require that justice be sought against the principal editors of RTB SLO, namely those involved with domestic policy reporting, who had not reported on the illegal arms trade in such a way as to create public pressure on law enforcement. Without any public pressure, law enforcement failed to take any actions required by the law and Constitution of RS.

 

4. At the time of failure (for the majority) of the Slovenian transition, which has still been going on, there were wild privatizations, when there is a rough estimate that the Sovenian nation is harmed over 150 Billion Euro.

 

a)       We require that justice be sought against all of the state supreme prosecutors, who have failed to protect the public. We also require that they be held monetarily responsible, for the cost incurred by the public due to the prosecutors’ abandonment of their duties.

 

b) We require that justice be sought against all of the minister of finances, who abandoned their duties and failed to act to protect the public’s social assets from criminals. We also require that they be held monetarily responsible, for the cost incurred by the public due to the prosecutors’ abandonment of their duties.

5. At the time of failure (for the majority) of the Slovenian transition from 1990 to today, almost 20 Billion of our money was stolen from state-owned banks.

a) We require that justice be sought against all the supreme state prosecutors who neglected their duties and as such did nothing to prevent the robbery from the banks, nor did they do anything to prosecute those or arrest the suspects involved with robbery from the banks. We also require that they be held monetarily responsible, for the cost incurred by the public due to the prosecutors’ abandonment of their duties.

b) We require that justice be sought against all of the Governors of the Bank of Slovenia, who neglected their duties and failed to initiate any necessary criminal reports against the harmful conduct of members of the management of state banks and members of their supervisory boards. We also require that they be held monetarily responsible, for the cost incurred by the public due to the prosecutors’ abandonment of their duties.

c) We require that justice be sought against all of the members of the supervisory boards of state banks who failed to act regarding the activities of criminal board members, some of which were sweeping away our Billions of Euro. We also require that they be held monetarily responsible, for the cost incurred by the public due to the prosecutors’ abandonment of their duties.

 

d) We require that justice be sought against all the Ministers of Finances, who had also neglected their duties when they did not require enforcement of the law against those responsible governors of the Bank of Slovenia, the members of the supervisory boards of banks, and members of management in the state banks. 

6. We require that the injustices from 1945 to the present be corrected as much as is possible.

a) We require the exhumation of the remains of the murdered from all the mass graves, or excavation from the mines and pits, in order to determine the DNA of the deceased. Still living relatives must be publicly invited to determine the DNA. Death certificates shall be created and the burial in the cemetery of the relatives must be allowed (with the costs, covered by the state budget). Others who cannot be identified or who are not wanted by the relatives shall be buried in a common tomb.

 

b) We require the preparation of a special law - a law of Redress of Injustice due to communist violence and on the basis of requests of relatives of murdered determine fair compensation along the lines of Victims of Violence of the World War 2 x 2 because of the delay.

c) We require the ability to correct any injustices that have fallen upon us during the reign of communism and during the time harmful transition (for the majority) when individuals and groups were controlled, victimized, persecuted, and disabled.

Many in different mounted and criminal court proceedings. Based on the victims' applications to the competent prosecutor's office, which opens a special section for injustice, for the suffering of anyone specifically is determined a fair compensation. Compensation shall be paid from the budget immediately, which is subsequently recovered from the specific officers who signed the adverse decision or judgment.

 

7. We demand that all pending charges, over the past eleven years, against Ladislav Troha be immediately reversed. All planned financial and mental destruction of him and his family, brought upon them by a complete abuse of power since 1994, must be stopped.

Ladislav Troha requires compensation for both material and non-material damages, caused by the national authorities, who prior to being charged by the order of udbomafia, had exhibited a normal life with his family.

Ladislav Troha requires compensation for both material and non-material damages immediately credited to his family, because as a result of the above facts the family is left without a means for existence. After the payment is made, it must be recovered from authorized officials who have caused the damage.

8. We demand an immediate opening of completely closed media space for all initiatives, political parties and groups and individuals who are not a part of the 20% privileged communist oligarchy. We have always been consistently blocked, censored, or in the worst case consistently discredited, by what is nothing less than criminal responsibility by the editors and directors of RTV SLOVENIA. 

The Conclusion

 

Because of the large numbers of people who were complicit in these activities, along with the abandonment of duties, it is thought that this is a well thought out criminal organization which needs to be dealt with to the fullest extent of the law. Given the amount of material and non-material damage against the Slovenian community, this is nothing short of treason against the Slovenian nation.

We therefore place this call to all European institutions and ask for them to examine the gravity of these offenses and to then conduct an independent criminal investigation with the help of prosecutors from The Hague, against those who have caused and authorized the material robbing and mental mutilation of the Slovenian nation.

 

In order to implement the requirements, Major Ladislav Troha on the day of 9 June 2014, at 9:00 pm in front of the Government and the President of the Republic pledged all he has - LIFE. The hunger strike will endure to the full realization of the requirements or to his last breath.
